The Substance Abuse and Mental Health Services Administration (SAMHSA) and the Center for Substance Abuse Prevention (CSAP) are committed to providing tools that enable prevention practitioners to provide effective science-based programs and services.

SAMHSA's Prevention Platform (replaces the Prevention DSS and PrevTech) is a free online guide to its Strategic Prevention Framework (SPF).  The SPF includes five critical steps to the successful implementation of prevention approaches:

  • Assessment of Needs and Resources
  • Capacity Building
  • Strategic Prevention Planning
  • Implementation of Identified Prevention Strategies
  • Evaluation of the Plan and its Implementation.

The Prevention Platform operationalizes the Strategic Prevention Framework by providing tools to:

  • Assess needs, readiness and resources
  • Do strategic planning and infrastructure development
  • Identify and select relevant evidence-based prevention approaches
  • Plan implementation of prevention approaches
  • Conduct evaluations that measure process data, project progress, outcomes and impacts

In addition, the Prevention Platform also contains:

  • Geo-mapping tool
  • Directories and guides of evidence-based prevention approaches
  • Readiness Roadmap planning tool
  • Measures and Instruments Repository
  • Extensive array of training courses and curricula
  • Prevention glossaries
